We use a before consonants and an before vowels, right? But when I say 'N', even though the letter N is a consonant, its name sounds like a vowel: 'en', or something like that. So, in that case should I say 'an NGO'?

So, in that case should I say 'an NGO'? YES! When you say the letters in an organization, you say AN or A based on the sound of the letter. This causes a lot of confusion in scientific articles, from my experience. The whole alphabet: an A a B a C a D an E an F a G an H an I a J a K an L an M an N an O a P a Q an R an S a T a U [wow!] a V a W an X a Y a Z

That's why before "U" we use A . U - /juː/ as in the word "University". University - /juːnɪˈvɜːrsəti/ That's a consonant sound and 'cause of it we use A . Eg. Mark teaches Natural History at a University somewhere in Ohio. Differently from the word "umbrella", 'cause in this case we have a vowel sound, so we must use AN . Umbrella - /ʌmˈbrelə/ An umbrella.
